WATER/STREET/PARK OPERATOR IN TRAINING

This position is hired and terminated by the Town Administrator. The position is responsible for assisting the Water Operator with the day-to-day operation of both the Water Utility, Street Department and Park Department. The objective of this position is for the Operator in Training (OIT) to successfully complete the Alliance Indiana Rural Water, Water Operator in Training Apprentice Program, pass the WT3 exam and the DSM certification and obtain both licenses, and take over the Water Operator position for the Town of Otterbein within the two-year probationary period.


Duties Include:
• Assisting the Clerk Treasurer and licensed Water Operator in preparing the budget estimates
• Under the supervision and following instructions from a licensed Water Operator:
   - Provide accurate tracking of on-the-job training with the licensed Water Operator
   - Perform the state required testing at the water utility
   - Required reporting to the state and other agencies for a water utility
   - Always maintain the cleanliness of the lab and be ready for inspections
   - Create and maintain an annual calendar of testing requirements, including in-house and outside laboratory requirements for the water utility
   - Create and maintain a list of all chemicals and/or supplies required for testing, along with a list of the amount used per month and per year. Also an estimate of how often they must be ordered
   - Create and maintain a hardcopy and electronic copy of maintenance logbook; including Safety Data Sheets and maintenance recommendations for equipment within the utility; and do routine       maintenance
   - Create and Maintain Standard Operating Procedures for all duties performed in your department
   - Prepare and maintain a map of water valves with identification numbers and perform valve maintenance, as needed, but at a minimum once per year
   - Manage and repair, as needed, the water plant and distribution system
   - Create and maintain a supply inventory log to control ordering and help with cost
   - Create and Maintain Inventory of Tools and Equipment in your departments and submit to Clerk’s Office by August 31st of each year
   - Maintain the water meters within the system
   - Create and maintain a meter replacement program
   - Assist Clerk-Treasurer’s office with meter checks as requested
   - Investigate resident complaints given to you by Clerk’s Treasurer’s office.
   - Maintain the town hydrants and the inventory of hydrants; clearly mark and identify each hydrant in the system
   - Schedule hydrant flushing, as needed, but a minimum of twice a year
   - Maintenance of equipment within the Water Department


• Notify the licensed Water Operator, Town Administrator and Clerk-Treasurer of any emergency situations; after notifying the appropriate emergency response agency (police, fire, ambulance), if appropriate
• Assist with creating, managing and maintaining street sign inventory
• Assist with creating and maintaining a tag in tag out system, as needed, for inventory
• Assist with the management and assigned tasks for the parks system
• Assist with the removal of tree limbs
• Assist other Departments as needed and assigned by Town Administrator
• Learn Water and Wastewater Utility weekend duties and rotate with weekend duties
• Assist in maintaining and repairing streets as needed
• Assist with the maintenance, cleaning and painting of streets & curbs
• As assigned, plow snow, make brine, clean & clear sidewalks around town buildings, apply salt and brine on streets as needed
• Other duties as requested by the Town Administrator, licensed Water Operator, and the Clerk-Treasurer or Town Council
• Assist with mosquito control


Critical Skills, Goals, and Job Related Duties:
• Learn to read maps and blueprints to determine location of sewers, storm sewers, water lines, valves, hydrants, and manholes
• Learn and become proficient in the use of all tools required or be willing to learn how to use them, which includes hand and power tools
• Learn and become proficient in operating all department vehicles and equipment or be willing to learn how to use them efficiently and safely
• Successfully complete his/her water apprenticeship program as scheduled
• Successfully pass the WT3 exam and the DSM certification and obtain both licenses within the two-year probationary period
• Successfully pass both the Indiana State Chemist mosquito examinations within the two-year probationary period
• Obtain a thorough knowledge and use of laboratory equipment, performing required tests, and knowledge to competently performing tests
• Obtain a broad knowledge of applicable federal, state, and local standards, laws, and regulations
• Obtain a broad knowledge of department policies, procedures, standards, rules, regulations, and the ability to explain, support and enforce them
• Strong writing and verbal communication skills
• Employee will be cross-trained at the Wastewater Treatment Plant, and will be expected to learn the following:
         - Obtain a thorough knowledge of equipment, facilities, materials, methods, and procedures used in wastewater collection and treatment systems
         - Obtain a basic knowledge of sewer & water pipe installation, connections and repair
         - Obtain a basic knowledge of treatment facility operation and maintenance
• Strong problem- solving abilities
• Learn to read and accurately follow diagrams and detailed instructions to repair hydraulic and mechanical systems


Educational Requirements:
• Employee must have a high school diploma or GED equivalent with related technical training and related work experience
• Employee must possess a valid driver's license, and must notify the Clerk-Treasurer in writing of any changes to your driving status, including points, restrictions, state ordered or required classes, DUI charges
• Employee must attend and comply with town provided annual training with regards to internal controls, code of ethics, OSHA and any other training the town provides


Reporting Responsibility & Contract Information:
• Under the supervision of the licensed Water Operator, the employee is responsible to the regulating agencies such as IDEM, OSHA, EPA and the state & county health departments regarding the water utility
• Employee will be reporting directly to the Town Administrator \Upon hire, the full-time town employee will sign a contractual agreement with the Town of Otterbein. This contract will contain the goals and milestones described in this job description, including the successful completion of the apprentice program, the two-year probationary period and corresponding required accomplishments, and the employee will assume the role of licensed Water Operator for a minimum of an additional three-years with the Town of Otterbein.
Physical Requirements:
• Employee must be willing to work nights, weekends and responsive to calls during off duty hours for emergency situations
• Employee must be capable of rigorous physical activity including lifting more than 50 pounds, crawling in confined spaces
• Employee may be required to climb, stoop, crawl, crouch, kneel, and/or pull


Work Environment:
• The minimum working conditions may require the employee to work outside
• Employee may be exposed to temperatures below 32 degrees and above 100 degrees for periods of more than one hour
• Employee may be required to work in a confined space
• Employee may be exposed to noise, fumes, odors, dusts, mists, gases, and/or poor ventilation and is expected to use the proper protection, safety equipment and clothing to perform their work in a safe manner.


Safety Equipment:
• Employee may be required to use: Hard hat, rubber gloves, ear plugs, safety glasses, gloves, shoring equipment harness, ropes, air monitor, and confined space entry equipment when working in situations that presents the need.
• Employee is required to work in a manner that is consistent with standard OSHA practices

 

Starting salary is $18.00/hour, and a driver’s license & basic math skills are required.
